On eBay, the vast majority of the designer purses are counterfeits. You're better off sticking to a high-end consignment store. Also check out church thrift stores in more well-to-do towns. I found two barely used and authentic Kate Spade bags this way.

This is also good for making money as well.
I bought 2 Dooney Bourke purses at a church rummage for $2 each. I gave one to my sister, carried the other for a while then sold it on ebay for $70. They were authentic. If you know purses you can tell.
Read the feedback of those selling purses on ebay. Yes, some are fake but not all.
There's also helpful buying guides on the Community BB for spotting fakes. Honest sellers try to keep the dishonest ones from prospering by telling you what to look for.

If you're looking for the super-high-end designer purses, check out the thrift stores in University towns! I've had fantastic luck doing this and now own authentic bags made by Coach, Dooney Bourke, and even Prada, to name several. There are lots of wealthy girls on our local campus, and they seem to replace their accessories and clothing often. The first reader has good tips; study the authentic bags, and you won't get ripped off. I personally don't buy anything on eBay from a seller who has earned negative feedback or who won't accept returns. I've never had any problems with my purchases.
